  ### Per-minute and per-day request limits on the API

  Calls made with an **API key** now respect two new limit windows, scaled by the account's plan,
  in addition to the existing per-route limits (lifecycle actions, SQL console, subdomain changes,
  etc.):

  * **Per minute**, from 30/min on Free to 480/min from Enterprise-12 up. Exceeding it returns
    `429 RATE_LIMIT_EXCEEDED`.
  * **Per day**, from 1,000/day on Free to 864,000/day on Enterprise-32, resetting at midnight,
    Brazil time. Exceeding it returns `429 DAILY_QUOTA_EXCEEDED`.

  Dashboard usage doesn't count toward either window.

  Also changed:

  * **Manual snapshot creation** got its own limit — 1 every 5 minutes on the same project and 10
    per hour on the account — so it doesn't compete with the automatic snapshot the platform already
    takes before deleting or resetting a database. Exceeding it returns `429 SNAPSHOT_RATE_LIMITED`.
  * **Unit fix:** the API request quota was always **daily**, not monthly as the documentation
    stated. No number changed size, only the unit was wrong.
  * **Intermediary plan fix:** the published daily quota was 56,000; the correct value is 115,200.
  * **Database reset fix:** the limit is 1 per hour, not 1 every 3 hours.
